Government censorship of movies and theatrical works will be scrapped this year to ensure freer expression in artistic productions and replaced with a rating system according to their content, said the Ministry of Culture and Tourism yesterday.

The abolition of prior screening is part of the ministry's reform packages which will scrap or ease around half the 622 regulatory measures within this year governing its various areas such as performing arts, publishing, broadcasting and tourism. They were reported to the President Kim Dae-jung in a ministerial briefing.

Accordingly, theaters of various categories, including adult movie theaters, will be set up to feature movies or dramas of different ratings. ``Relevant laws have been submitted to the National Assembly and the reform is expected to be enacted within this year,'' said Culture-Tourism Minister Shin Nak-kyun in a following press meeting.

As for other reform measures, the regulation stating the qualifications of art venues will be abolished in a way that anyone can operate such institutions upon reporting to the authorities, Shin said.

The task of screening broadcasting materials will be transferred to related civilian bodies for self-censorship, the minister added.

Foreign participation in domestic broadcasting and other media industries will be upgraded to 30 percent from the current 15 percent of the total capitalization to facilitate the further influx of foreign capital.

In addition, the ministry will cut the manpower of its satellite organizations by 20 percent by the end of this year and a further 30 percent by the end of next year, the minister said.

More than 10 organizations of similar responsibilities will be consolidated or eliminated, and professional administrators will be brought in to transform the state-affiliated bodies to operate according to market principles, Shin said.

``The market principle of creating a feasible outcome on investment will be instilled and measures to ensure a transparent management such as inspection by a third party will be introduced,'' said the minister.

However, the ministry said that it is not considering to sell off its seven cultural institutions under its direct control such as the National Theater of Korea, National Museum of Korea and National Library of Korea to private operators.
