<P><FONT face=Verdana size=2>"From December 1869-January 1879 the first
Russian-Korean negotiations were held in the border town of Kyŏnghŭn.
Although insignificant at first glance, as they were held between the border
administrations of the South-Ussuri region and Hamgyŏndo Province, they played
an important role in the history of the two countries and became a precursor
of serious changes in the history of Korea.</FONT></P>
<P><FONT face=Verdana size=2>They were also the first negotiations between
Koreans and Westerners, although an opinion prevails that there were
negotiations between Korea and the USA in 1882. The very fact of these
negotiations remains almost unknown in Korea and completely unknown in the
West. </FONT></P>
<P><FONT face=Verdana size=2>The main purpose of this article is to summarize
the available information and to see if it coincides with the traditional
South Korean historiographical opinion that in the 19th century Russia was
invariably aggressive towards Korea (the so-called 'theory of Russian
