<p class="MsoNormal" style="MARGIN: 0in 0in 0pt"><font size="3"><font face="Times New Roman"><span style="mso-fareast-font-family: Batang; mso-fareast-language: KO"><span style="mso-spacerun: yes"> </span></span>This research looks into DPRK economic transitions from central planning toward more autonomous and market-based economic structures from the late 20th century. An analysis of economic transformation in the North reveals that there is genuine, positive change taking place, but it is not being coaxed by the South Korean government, nor is it being driven by Kim Jong Il.<span style="mso-spacerun: yes"> </span>The real driving force behind two decades of economic reform has come from the North Korean John and Jane Doe.<span style="mso-spacerun: yes"> </span>Understanding the framework, motivations, and limitations to North Korean economic reform, and comparing these with those faced by previously transforming and decentralizing economies can help to understand not only where the North is headed, but how governments and international financial institutions can participate.</font></font></p>
