How is it that the North Korean state survived the collapse of its Soviet trading partner, several years of extreme famine in the mid-1990s, and then the containment-plus tactics of the Bush administration? Now, are there really only "bad" and "worse" solutions to the "North Korea problem"?</SPAN></FONT></FONT></P>
