<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 36pt"><span lang="EN-US">Since its foundation in 1991, the Korean International Cooperation Agency (KOICA) has been rendering valuable services for the socio-economic infrastructural development of . has experienced a long history of colonial rule, first by and after 1947 by . Located in a tropical area of South Asia, has been almost regularly prone to such natural calamities as cyclones, floods, tidal bores and so on. Moreover, having the size of the Wisconsin state of the United States, it has a population of about 140,000,000, the production of foods and other necessities for which has become a challenge for Bangladesh. In this situation, KOICA has been trying to help

in achieving self-sufficiency in different sectors of its economy by implementing different constructive programs. KOICA's grants assistance for is a combination of many, such as project type cooperation, training programs, dispatching of Korean experts to and sending KVC or Korean Volunteer Corps to

. Moreover, under “Tailor Made Package” programs KOICA has been providing assistance of different sorts for the eradication of poverty and the development of a sound basis for industrialization

<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 36pt"><span lang="EN-US">KOICA's assistance to Bangladesh and to other developing countries has given birth to many questions amongst political economy scholars and ODA experts, such as why Korea has been providing such kind of assistance to Bangladesh and similar other countries? To what extent KOICA's assistance is effective in 's poverty eradication? Does KOICA operates by itself in implementing its programs or it carries out its programs through other channels? Attempts will be made in this paper to highlight these questions with the help of published KOICA reports, manuals and interviews of KOICA officials. Efforts will be undertaken for an assessment of KOICA's grants in aid programs relating to economy, planning, technology and population control.</span> </p>
