The recent discovery of the correspondence of one of the "victims," <city w:st="on"></city>Pusan's first Commissioner of Customs, William Nelson Lovatt, provides us with a new set of primary materials and sheds new light on Korea's "Chinese Decade."<br style="mso-special-character: line-break" /></span></font></font></p>
