[KS] The First Minister of Education in modern Korea

Dear all,

I have a question about the probley first Minister of Education in the
late nineteenth century Korea, whose name was Kisun Shin(Surname).  I
quoted his words for my paper, however, I have no idea about the period
of his work as the Minister of Education perhaps before the Japanese
colonisation, 1910.
