Underinformed and over-zealous bureaucracy, I think. The correct
procedure would seem to be to inform the officious person (which
Organization!!??) that no official change has been announced by any
organ of the Korean Government and that the National Academy of Korean
Language is still to hold other 'hearings' ('tellings'?) on various
undecided aspects of its proposed proposals. In addition to which, you
could point out that no decision by the Korean Government could affect
the decision of the international academic community (ie our List) to
use the MR system. I enjoyed the idea of 'collecting' errors, so much
more like a pleasant hobby than correcting them.
As I wrote in the Korea Times not so long ago, "The Academy demands a
system that represents the way Korean words are WRITTEN in Hangul, not
how they are spoken; this is a possible option but not one that is
usually applied in transcribing words from one alphabet to another.
After all, Koreans do not usually try to distinguish in Hangul between
Hope and Hof, Ripe and Life, Carnival and Cannibal. Perhaps the US
Congress or the UK Parliament should pass a law requiring them to?"
