This is IMMENSELY weird. I can read cimrcumflexed vowels on my windows
98 Korean... You can at any time change the display of the page in menu
View (po.ki)/submenu Encoding (reads en.kho.ting in the Korean version),
and select "Western European (Windows)".  Then the page will display
correctly. Works in any flavour of Windows. Just get the latest version
of Explorer to be sure...
