This was the same Mori who wrote William Dwight Whitney at Yale asking how Japan could give up 
Japanese in favor of English as the national language. Mori (who was the Minister of Education 
in the Ito cabinet) was so serious about this he followed up with an official visit to New 
Haven to discuss the idea.
