[KS] Room 39

Dear list,

while analyzing the structure of North Korea's Workers Party, I found 
subunits of the Secretariate of the Central Committee called "Bureau [or 
Room] 39", "Bureau 38", "Bureau 35"... (Kang Sòng-yun et.al. 2001: Pukhan 
Chòngch'iùi Ihae)

In another source I have read that "39 Hosil" has a bank account in Macao 
and is used to "reward Kim Jong-il's cronies".

Could any of you briefly describe what the tasks of these "bureaus" 
actually are?
