[KS] Park Yong-hyo

In Feb. 2001, the following was 
posted to ks-open. 

I am searching for information on this Park Yong-hyo 
and other Koreans who apparently were commissioned 
to Japan's House of Lords (Upper House) during this 
period. In particular, the dates of their commission, 
their nationality status at the time (Japanese? Korean?) 
and country of birth (Japan? Korea?)

Any pointers would be much appreciated.
