in early December Hanns Seidel Stiftung Seoul together with Korean partners
organizes two conferences on the topic of Regional integration in East Asia,
which might interest members of this mailing list.

Regional integration has become increasingly prevailing in the international
political economy. After the first wave of regionalist tendency during the
1970s, the number of regional integration agreements has again surged since
the beginning of the 1990s.

The East Asia region has so far been relatively immune to this increasing
worldwide tendency towards regionalism. There has been the ASEAN Free Trade
Area comprised of 10 countries in Southeast Asia. Although many Asian
countries are members of APEC, which also contains non-Asian, Pacific –basin
countries, APEC still has to wait long to be developed into a free trade
agreement or a customs union. In addition, major Asian countries such as
China, Japan and Korea are now just working on regional integration
agreements.

In contrast to this relatively belated consciousness on regional integration
in East Asia, a recent surge of interest regarding the formation of regional
economic integration arrangements among East Asian countries deserves closer
attention. Very recently, regionalism has become an important topic for the
region of the East Asia and the Southeast Asia. Sometimes, hectic diplomatic
activity to negotiate bilateral and multilateral agreements has
characterized the last couple of years in this region. However, the link
between Northeast Asia and Southeast Asia in these activities has until now
been relatively unexplored. It is important for economies and politics of
the region, but also for multinational actors.

Through generous funding from the Bavarian State Ministry of the Economy,
Transportation and Technology of the German State of Bavaria, the Asia
Research Fund, and East Asia Forum-Korea National Focal Point in Seoul, we
are able to organize this international conference on “ASEAN plus Three:
Perspectives of Regional Integration in East Asia and the Lessons from
Europe”.

We hope this international conference provide an opportunity for productive
discussion to explore perspectives and consensus for the regional
cooperation and integration.

Under the post cold war, three axes of the world can be regarded as Europe,
America and East Asia.

While Europe and America pursue a regional bloc such as EU  and NAFTA. East
Asia takes a negative attitude toward the regional bloc by not driving
forward FTA,

  We would like to discuss the reasons in the light of European integration.
We hope that east asian countries will apply the European valuable lessons
in the near future.

We gratefully acknowledge the generous support from the Bavarian State
