Amazing description !

Rebecca, and everybody else interested -- please feel free to move 
your site to any of our servers, either in the U.S. or Europe. I'll 
put that offer out there a little later this week, "officially" --- 
anyone with a website related to Korea that is in any way educational 
and/or academic oriented is invited to get free server space (however 
much is needed): hosting interface "cPanel" (which comes with all 
kind of add-on tools). Zero costs (except that you need a registered 
domain name). Details later.

Yet, it isn't possible to create a "neutral" zone for hosting .... 
any IP can be blocked by any ISP.
