Citizens’ autonomy and the reform of local autonomy units (eup, myon, dong)

 

The introduction of local autonomy has been a major field of cooperation of Hanns Seidel Foundation and the Local Administration Research Institute (LARI) since 1987. While the most important goals of this cooperation – like the full-scale reintroduction of local autonomy during the 1990s – could be achieved, many questions remain regarding the material design of local autonomy. One remaining question is also that of the optimal size of local administration units. The Korean model of local autonomy focuses strongly on rather large units (like gun and si), making closeness to citizens more difficult. What will be the role of smaller units like eup, myon, dong in the future? This question will be discussed in a conference bringing together LARI and the Knowledge Center for Public Administration and Policy of the Graduate School of Public Administration of Seoul National University, sponsored by Hanns Seidel Foundation Korea Office and the Korean Association for Local Government
 Studies. A group of distinguished scholars, politicians, civil servants and other practitioners will come together to discuss the future of local autonomy and providing solutions for still unresolved questions.
