Romania established diplomatic relations with North Korea on
October 26, 1948. (Source: North Korea Quarterly, summer 1990)

Handbook on North Korea (Naewoe Press) gives a date of October
12, 1948, for the establishment of diplomatic ties between the
USSR and the DPRK.
