There is a new three-year PhD programme in Vienna with no tuition and even a monthly stipend of 1000 Euros in addition to quite intensive - I dare say luxurious - supervision and support. I happen to be the Vice Speaker of the Vienna School of Governance; among the core faculty members, there is also a China specialist. East Asia is one focus of our program, so those interested in governance in East Asia (broadly defined) are encouraged to apply.

The Vienna School of Governance is a newly established centre for graduate education and research in the fast growing and future oriented field of governance research. Governance research explores the intersection of polity, politics and policy within a social and cultural framework. It is concerned with the ways in which societal goals are defined, translated into policies and effectuated in society. Recent changes in the economic and social environment have given rise to changes in the modes of governance that often are characterized by a move from hierarchical control to network like interactions, from state-led steering to market oriented coordination, and from binding legislation to voluntary cooperation. These transformations challenge the traditional role of the state, the capability of society to accommodate economic, social and cultural change and poses questions concerning the efficiency, effectiveness and legitimacy of the new governance arrangements and configurations. 

The ?Vienna School of Governance? explores these developments from a multi-disciplinary, multi-theoretical and comparative perspective that focuses on changes of governance arrangements in a number of highly relevant policy areas (e.g. life-sciences, welfare and social policies, economic policy, migration policy, etc.). It investigates the interaction of the national, the supranational and the global level and contrasts developments in Europe with developments in East Asia, Africa and other regions of the world.

The ?Vienna School of Governance? looks for highly motivated and talented junior researchers who seek an academic career or a leading position in international organizations, NGOs or in public administration that require sound knowledge of particular policy fields, governance modes and techniques, communication skills and a sensitivity for cultural difference. 

Admission is dependent on the presentation of a dissertation topic that is directly related to one of the research areas described above. (Please, pay particular attention to the paragraphs at the end of each subchapter which give cues on possible dissertation topics, although these proposals are only indicative but not exhaustive). 

Successful candidates will be employed by the University of Vienna as ?Kollegassistent/inn/en? (PhD-Scholars) for a period of three years (not extendable). The scholarship is approx. 1000 €/month (before tax) on the basis of 20 working hours per week. 'Kollegassistent/inn/en' (PhD-Scholars) will be provided with office space, computer equipment and infrastructure, access to all library resources and university services. 

PhD students are expected to finish their dissertation within three years time. Therefore, participation in the programme is considered to be full-time. 

Requirements
University degree (equivalent to an international MA or Austrian ?Magister?) 
Proof of basic knowledge of social science theory and methodology either by the particular university degree, specialization on such topics within your studies or by complementary training 
Outline of dissertation topic 
Very good English language skills (oral and written), basic knowledge of German. Non-native English speakers have to present the results of a TOEFL-test 
Willingness to take up residence in Vienna for the duration of studies 
Candidates are obliged to enroll at the University of Vienna 
Candidates who already started their PhD more than one year ago are not eligible 

Application procedure 
The application must be submitted until 30 May 2007, including:
Filled in application form available here 
A letter of motivation describing topics you have already studied and reasons why you want to attend ViGo (approx. 7-800 words) 
An outline of your dissertation topic (approx. 2000 words plus 1 page bibliography) 
A hard copy of your best publication (preferable), seminar paper or thesis 
Two letters of recommendation in a sealed and endorsed envelope; you have to use this downloadable template 
Copies of university/higher education diplomas 
TOEFL-test results (for non-native English speakers only)
All written information has to be submitted in English. 

Selection procedure 
Shortlisted candidates will be invited to an interview which will take place on Monday, 2nd July in Vienna.
