The mentioned report  (OCLC Number: 44968216) has been widely quoted 
in the literature about  repatriation from Japan to Korea and about 
Korean residents status in  Japan after the liberation of Korea. 
Another copy can be found at  Harvard-Yenching Library: (W) D809.K6 A5 
1946 -- and another two copies at  the Library of Congress: D809.K6 A5 
1946  and  D809.K6 A5 1946  FT MEADE . There are all together at least 
seven libraries that have  copies.

William J. Gane later included some of his military  intelligence 
insights in his PhD thesis:

If you check for his  dissertation in the library catalogue of William 
J[oseph] Gane's alma  mater (fastest done using WorldCat) you will 
find that he was born in  1920. If interested in his vita, the 
dissertation does include one.
His  grave is at the Arlington Military Cemetery -- exactly here:

It  seems he was killed on his 39th birthday, August 10, 1959 -- in 
one the  first battles in Vietnam I would  guess.
