The official institute in charge of the current romanization of Korean is the National Institute of the Korean Language, the Gungnip Gugeowon (I think that's correct, it might not be) http://www.korean.go.kr/09_new/index.jsp and you can find a fairly comprehensive exposition of the system in English at http://www.korean.go.kr/eng/roman/roman.jsp or in Korean at http://www.korean.go.kr/09_new/dic/rule/rule_roman_0101.jsp but you will find a probably more user-friendly explanation at http://en.wikipedia.org/wiki/Revised_Romanization_of_Korean
In case anyone is wondering, the consultation processes as to the need for revision of the current system are ongoing at various levels in more than one committee and nobody is in a position to say when or if anything or what will be decided.
