[KS] Chemulp’o / Inch’ŏn -- quick question

Dear All:

A quick and simple question:
Most publications mentioning the place name Chemulp’o state that 
today's city of Inch’ŏn has its root in Chemulp’o -- in most texts this 
is presented in the following format:
  Chemulp’o (now Inch’ŏn) 

My question is:
Did Inch’ŏn indeed "grew out of" what was in the late 19th century the 
fishing village and then open port Chemulp’o, or did a place named 
Inch’ŏn "grew together" with Chemulp’o? My understanding was that they 
grew together, but I might be wrong.
