I think that the simple answer is that there are no detailed "official" guidelines for the use of RR. However, I believe that the Library of Congress has recognized that RR will not be going away and has become far more widely used (misused) than MR ever was, so perhaps you should ask them if they are preparing equivalent guidelines based on RR.
