The Institute for Strategic Reconciliation, Inc. (ISR) is nationwidely
>searching candidates for the job below for the head of the Food Aid
Liaison Unit (FALU) of the World Food Programme, also known as the NGO
Liaison Officer of the World Food Programme in Pyongyang, Democratic
People's Republic of Korea.

The ISR is an independent, non-partisan, not-for-profit think tank seeking
to restore reconciliation where conflict exists by engaging in scientific,
cultural, educational, humanitarian, and religious research.  The ISR
addresses policy challenges promoting international and national
reconciliation, and facilitates conflict resolution policy  developments in
civilian and government programs.  Christian philosophy of reconciliation
empowers and guides the ISR programs. The ISR is incorporated in state of
Virginia.

Among others, the American Council on Wheat for Reconciliation organized by
the ISR ran a successful national advocacy campaign from August 15 to Nov.
3, 1998 to appeal to the U.S. government to sending 500,000 tons of
American wheat surplus to North Korea on humanitarian grounds only. (See
the web site <http://www.kysu.org/nkfamine>).  The U.S. government decided
to send 300,000 tons of American wheat surplus to North Korea significantly
thanks to the Wheat campaign that empowered 28 mostly ethnic Korean
organizations including Los Angeles Campaign to Stop famine in north Korea,
Boston Campaign for North Korea Famine Relief, National Association of
Korean Americans, CA, Join Together Society, NY, Association of Korean
Churches in Greater NY, and Association of Korean Churches in Greater
Washington, D.C.

The position is available from July 1, 1999. The ISR deadline for
application is March 15, 1999. The ISR search committee will select a few
qulified professionals from the Korean-American community and the
Korean-European community, and  submit them  to FALU /WFP NGO Steering
Committee for consideration.

JOB PROFILE

Post title:  Head of Food Aid Liaison Unit

Responsible to: WFP Representative / WFP Senior Programme Manager FALU
Steering Committee

Supervisor to: FALU staff and consultants - currently includes one
Emergency Officer (international), one Programme Assistant (national), and
one Consultant for medical inputs.  Duties and responsibilities: Under the
general supervision of the Senior Programme Manager of WFP-DPRK, the Head
of FALU will:  - Manage the administration of the Food Aid Liaison Unit,
including supervision of FALU staff, formulation of budgets and programmes,
participation in senior staff meetings, and responsibility for the
coordination of FALU within the WFP country office;  - Establish priorities
and work plans for FALU, in close coordination with NGO members of the FALU
Steering Committee, and in line with overall WFP priorities and
methodologies;  - Maintain effective working relationships with the Flood
Damage Rehabilitation Committee (FDRC) re food and non-food donations,
beneficiary selection, monitoring and reporting;  -Prepare and negotiate
agreements between FDRC and NGOs relating to donations of food and non-food
commodities;  -Coordinate NGO food aid shipments with WFP beneficiary
selection, deliveries and logistics;  - Organize all aspects of commodity
tracking, including the establishment of monitoring plans to verify
distribution and utilization, and maintaining an interface with the WFP
Programme Unit to maximize the sharing of monitoring visits and reporting;
- Maintain a database of information collected, and prepare regular reports
for donor NGOs on all aspects of their food and non-food shipments;  -
Based on multilateral assessments of food production and availability,
explain to NGOs the DPRK food aid needs and other humanitarian objectives
in the DPRK context;  -Communicate to NGOs the framework prevailing in DPRK
under which NGOs can assist the vulnerable population;  - Communicate to
FDRC and other local counterparts the potentials and limitations of NGOs
with respect to food aid, as well as NGO potentials related to other
fields, such as agricultural rehabilitation and health-related relief work;
- Promote and build relationships among NGOs (both resident and external),
the UN system and local Governmental and non-governmental counterparts with
a view to coordinating effective humanitarian relief;  - Explore with DPRK
Government and the NGO community the possibilities of establishing
longer-term relations, including relations between DPRK-based and
international NGOs, if desired by both parties;  - Assist the FDRC and WFP
in coordinating allocated food and non-food assistance donated by NGOs
within the broader framework of Government priorities and the relief
programmes established by WFP, the UN system and bilateral sources as may
be applicable;  - Advocate with Government on behalf of NGOs opportunities
and schedules of visits by NGO representatives;  - Represent FALU-related
NGOs and, as required, WFP, at inter-agency meetings such as the Food Aid
Coordination Group;  - Maintain awareness of relevant issues, including
major events such as crop assessments and nutritional surveys; promote and
represent NGO interests in appeals processes such as the UN Consolidated
Inter-agency Appeal and the WFP Emergency Programmes and other relief
operations; assist in the dissemination of public information about
humanitarian needs in the DPRK by supplying FALU-related NGOs with special
reports;  - Report on the activities of the Food Aid Liaison Unit to the
FALU Steering Committee and WFP Headquarters.

Qualifications and aptitudes:  - Advance University Degree and/or
equivalent experience, with emphasis in one or more of the following
disciplines: health sciences, social sciences, international affairs,
development studies, agriculture, economics, business administration, or a
field relevant to international humanitarian assistance;  - At least 3
years post-graduate, progressively responsible job-related experience,
preferably in a health-related field, or with non-governmental
organizations or humanitarian agencies; international working experience in
politically and culturally sensitive environments is an asset;  - Working
knowledge of English; limited knowledge of another official WFP language
(Russian, Chinese, Arabic, French, Portuguese, Spanish);  - Other desirable
qualities: Good analytical skills; resourcefulness, initiative, maturity of
judgement, tact, negotiating skills; ability to communicate clearly both
orally and in writing; ability to work in a team setting and establish
effective working relationships with persons of different national and
cultural backgrounds; ability to cope with stressful situations which may
threaten health and safety; flexibility in accepting work assignments
outside the framework of this job profile; demonstrated ability to develop
and maintain effective work relationships with country counterparts, local
staff, host population, donors, NGOs and other UN agencies; ability to
establish priorities and to plan, coordinate and monitor own work plan and
those under his/her supervision; computer skills, including word processing
and spreadsheets.
