   Abstract: From 1904 when the Russo-Japanese war broke out, until 
1910 when Korea was annexed to Japan, the Daihan Maeil Sinbo and the 
Korea Daily News were representative among the newspapers published 
in Korea. Published by Ernest Thomas Bethell, an Englishman, this 
newspaper takes unique and important position in modern Korean 
history. During this period Korea was intertwined in complicated 
foreign relations involving Britain, Japan and Russia, each country 
having different interests in the political situation in Korea. This 
paper was owned by a British subject, but was supported by the Korean 
Emperor and nationalists. Since this paper was published by a British 
owner under extraterritoriality it could avoid Japanese censorship so 
that it could make sharp criticisms on Japanese policies towards 
Korea and was free to report on the resistance movements of Korean 
people. Being anti-Japanese, it was a great obstacle for Japan to 
advance into Korea. Therefore, Japan employed various means to expel 
Bethell from Korea or suppress the publication of his newspaper. So 
the Japanese turned to Britain. in those days, British residents in 
Korea were enjoying extra-territoriality, so the negotiations between 
Britain and Japan involved various subtle and complicated problems 
relating to diplomatic policies and judicial procedures. Therefore, 
this paper and the Bethell case gives illustrative case stories for 
us to understand basic positions of Britain and Japan and their 
foreign policies in dealing with problems of the Korean peninsula. 
Above I have summarised the importance of the DMS-KDN in the modern 
history of Korea, and for studying foreign relations between Britain 
and Japan at the time, while discussing some points that I am going 
to review in this regard. Although the importance of such a study has 
been widely recognised, it has been difficult to attempt a 
comprehensive and systematic review, due to voluminous and 
complicated materials related to such a study. The first difficulty 
was to gather and organise all the materials on the communications 
conducted between Britain and Japan concerning the Korean problem. 
Other difficulties were that little was known about Bethell, who 
published this newspaper and played a leading role in every important 
affair, and that it was not clear where the funds necessary for 
publishing the newspaper came from.
