According to the notes to the 1974 Autumn Press translation, _Cry of 
the People and Other Poems_, (which of c is not an authoritative 
source): "[M]any of the victims remain unidentified for reasons of 
'face.' It was widely rumored that the hotel, a fire trap, was owned 
by President Chung Hee Park [sic] and former head of the KCIA Lee 
Hu-rak [sic]."

What a poem!!
