Years ago I was told that my great Uncle, Charles Sumner Lobingier, was 
(the) (an) author of the first South Korean Constitution. I think it was 
about 1948.   I don't recall the source of that information.  I have a 
niece who is interested in this, and I have been unable to confirm whether 
it is fact or fiction that "Uncle Charlie" Lobingier was indeed connected 
in any way with writing the South Korean Constitution.
     Any information you could glean about this would be highly appreciated.
