PS:

Sorry -- forgot to mention that, of course, North Korea has an 
existing Internet with servers in P'yôngyang. But this was done years 
ago by a Chinese company in Jilin that also served as ISP in China.
The just quoted newspaper article from end of last year reads very 
much as if this is just something the mentioned Holtermann does as a 
kind of "aid project" -- nothing that was in any way initiated by 
North Korea.
