I have often tried asking people about similar pictures and have met with denial. One thing I have discovered is that young children, occasionally photographed with no trousers or pants on, were thereby free to do their 'business' (go to the toilet) at will. I have also come across a style of trouser for young kids - the name escapes me now - where the back was completely split open such that if they sqatted down, they could then do their 'business.' Quite clever really. I mean, we have zippers at the front don't we ... so why not the back!
As regards the pic in question, I heard the short jacket tops were convenient for breast-feeding. Maybe that is the tradition hiding behind the woman's short top.
