Reading your post I thought of two books that may be helpful, as both touch
on Park's culture policy.  I would hesitate to say that they could
concretely answer your question, but, if you can find them in America, you
might find them thought-provoking:

*Cultural Protection Policy in Korea:  Intangible Cultural Properties and
Living National Treasures* by Yang Jongsung

and

*The Emergence and Change of Cultural Policy in South Korea* by Haksoon Yim
