[KS] AKS displaces KRF as grant-giver

This is of more moment than it might appear.

>From going to the link, I learned that the AKS
has now taken over the grant-awarding functions
formerly carried out by the Korea Research
Foundation (KRF). See below.

This sounds to be quite a significant shift.
Does anyone know why, or what this signifies?

Korean Studies Grant 2006

It is believed that the development of Korean studies overseas greatly 
contributes to cultural exchanges between Korea and foreign countries. Therefore, 
MOE&HRD* has endeavored to systematize and expand its overseas Korean studies 
support programs. As a part of effort, MOE&HRD transferred ‘Korean Studies Grant’
 from KRF to The Academy of Korean Studies(AKS) in 2006. Accordingly, 
institutions and scholars are now cordially requested to apply for a grant to AKS. 
The application procedure of grant programs for visiting lectureship, research, 
academic forums, and journal publication is the same as before.
