[KS] Correction_electronic Rodong Sinmun

Dear all,

I am sorry for having to correct myself: the Rodong Sinmun is still only available from Nov. 18th, 2002 on the KCNA website. The articles
back to 1998 are  those from joseon jungang togsin (KCNA) that occasionally quote the RS, but not consistently. Sorry for possible confusion.
