Many thanks for this link. I can confirm it  works.

While this debate will run and run, I'm sure we can 
all say amen to North Korea's conclusion (page  9):

We have maintained the principle that the  transcription of Korean
geographical naines should not be changed rapidly,  but rather smoothly.
If the romanization of a nation’s language changes from  time to time 
without
consistency, it will cause only confusion in linguistic  life.

As an instance of such confusionism, I've twice heard the BBC
pronouce the sunken ship as three syllables: Chee-Oh-Nan.
I wrote in to correct this, but one can hardly blame them.
To the western eye, this is what that gratuitous E suggests.

Once again it is the DPRK which has the better principle:

We have paid regard to the tradition and history  of the romanization of
Korean, which counts more than 100 years.
In the  romanization itself, instead of the Korean people, the West 
European 
people’s sense of sound is in the center. 

How interesting, unexpected, and even ironic that in this matter
it is North Korea which is non-revolutionary and non-nationalist.
