[KS] "Brief Openings" in Political History?

Hallo Members,
I am studying "crony capitalism in South Korea".And the concept of "brief openings" in the following quotes attracts my attention.I hope someone can tell me some related theories.
"Fortunately, corporations only dominate government most of the time; every once in a while, they lose their grip." ..."Earlier, I noted that corporation dominate American government most, but not all, of the time. Once or twice per century, there are brief openings during which noncorporate forces reign. No one can say when the next such opening will occur, but it's safe to say that it will"....(Perter Barnes, Capitalism 3.0, Page xvi & Page 155).
