[KS] Moving the USS Pueblo

Dear Group <Members,
I need your help with research.

I also have a book in the works concerning a U.S.- Soviet confrontation in the Sea of Japan following the Pueblo Incident. 
Now I need help with a detail that was of little interest to me until very recently.
The Pueblo Incident took place in 1968. Then in the very late 1990's, the U.S. Pueblo was somehow transported from near Wonsan to near Pyongyang. Does anyone know how the ship got to Pyongyang? I'm not looking for guesses or even the many theories; I'm looking for definitive proof of how it got there, either with or without the knowledge of the United States, and if possible, the route taken.
