Nobody I know here in DC is talking about NK collapsing anytime soon.  In
fact, most say that the country will just putter along, at a minimal level,
for years...as long as the economy can sustain enough capacity to take care of
the elite, frankly, who cares (Kim Chong-il certainly doesn't, nor does his
lackeys) if millions of peasants die? At least that's certainly the thinking
among the elite, at least those who matter.  Besides, the regime has the
populace convinced that the source of the food and economic problems are the
U.S. South Korea, and bad weather...

Something to look at, perhaps, is who replaces Kim Chong-il when he dies?
