Suzy, photos from before August 23, 1962 originating in Korea have no 
copyrights. The copyright only holds for 50 years.

For newer photos of that sort (politics, historical events, etc.), the 
best place is usually 
http://image.newsbank.co.kr/
… where you can directly buy the copyright for reprinting in your 
publication.
